Background of the Chashma Project
The history of the Chashma Nuclear Power Complex reflects Pakistan’s long-term
efforts to strengthen its civilian electricity sector through peaceful nuclear
technology. The project was conceived during the 1970s, when the country’s
rapidly growing population and industrial expansion created an increasing demand
for reliable sources of electricity.
Early Planning
Initial planning for a nuclear power station at Chashma began with technical
assistance from France. During this period, Pakistan explored the development
of commercial nuclear power generation under international safeguards while

Political developments during the late 1970s, however, resulted in the
termination of French cooperation before the project could be completed. Plans
for a related nuclear fuel reprocessing facility operating under International
Atomic Energy Agency (IAEA) safeguards were also discontinued.
A New Beginning
Rather than abandoning the project, Pakistan continued to pursue civilian
nuclear power through new international partnerships. A major breakthrough came
when Pakistan and the People’s Republic of China agreed to cooperate in the
construction of a commercial nuclear power station at Chashma.
The project was undertaken jointly by the
Pakistan Atomic Energy Commission (PAEC) and the
China National Nuclear Corporation (CNNC), combining
Pakistan’s operational experience with Chinese reactor technology and
engineering expertise.
Construction Begins
Major construction activities officially commenced in
August 1993. Over the following years, engineers, scientists,
and thousands of skilled workers completed civil construction, reactor
installation, safety systems, turbine halls, cooling infrastructure, electrical

CHASNUPP-1
The first reactor at Chashma marked the beginning of commercial nuclear power
generation at the site. Construction began in August 1993, the reactor achieved
first criticality on 3 May 2000, connected to the national grid on 13 June
2000, and entered commercial operation later that year. The successful
completion of Unit-1 established Chashma as a major centre of Pakistan’s
civilian nuclear energy programme.
CHASNUPP-2
The second reactor expanded the generating capacity of the complex and
demonstrated the continued success of Pakistan-China cooperation in nuclear
engineering. Unit-2 entered commercial operation on 27 January 2011, providing
additional reliable electricity to Pakistan’s growing national grid.
CHASNUPP-3
Construction of the third reactor introduced further technological
improvements, modern engineering systems, and enhanced operational efficiency.
The unit began commercial operation on 8 June 2015 and significantly increased
the total generating capacity of the Chashma Nuclear Power Complex.
